Newport City Council will vote on whether or not to impose a City Centre Public Spaces Protection Order (PSPO) on the 24th November.

We have opposed any rough sleeping ban as part of a PSPO as we believe it would criminalise some of the most vulnerable people simply for not having a home.  Following pressure from The Wallich and other organisations, Newport councillors will have the following options to choose from at the meeting, most of which do not include a rough sleeping ban:

Option 1
Impose a PSPO in the City Centre banning:

  • -Public drinking
  • -Chugging
  • -Direct marketing on the street for direct debits
  • -Begging
  • -Rough sleeping
  • -Fly posting
  • -Dogs on leads longer than 1.5m or not on leads

Option 2
Impose a PSPO in the City Centre banning:

  • -Public drinking
  • -Chugging
  • -Direct marketing for direct debits
  • -Begging
  • -Fly posting
  • -Dogs on leads longer than 1.5m or not on leads

Option 3

  • -Extend the existing Alcohol Exclusion Zone as a PSPO

Options 4 & 5

  • -Do not impose a PSPO
